Problem to solve
Following #35404 (comment 412149329)
There is a use case in which a rollback continuously fails infinitely and we want to avoid this situation.

Proposal
We shall set a (hard coded) value for number of retries that a rollback should be attempted.
Later, this can be configurable with a dedicated setting.
The default number shall be 3.
We will introduce a counter that will store the number of consecutive rollbacks that occurred for a specific deployment.
If there are 3 consecutive rollbacks a forth will not be attempted.
An error shall be presented to the use in this case Automatic rollback failed. Please roll back manually. "
