Show stopping deployment information inside of the merge request widget

When doing a merge, the review environment is often automatically closed, this is however not reported in the UI except disappearing.

Usecase(s)
- The user is now given feedback right after merge within the merge request page that for example a review environment is being stopped/deleted.
- A user may be able to prevent an environment from being stopped/deleted as the user is aware of this instantly (may rely on https://gitlab.com/gitlab-org/gitlab-ce/issues/53163)
Proposal
Show if an environment is being stopped/deleted from the env information inside of the merge request widget
What does success look like, and how can we measure that?
A user is able to see in the UI when and which environment is in the process of being stopped/deleted.
