Problem to solve

With the implementation of linking vulnerabilities #9424 (closed) we addressed the experience of linking to and creating issues from a vulnerability. We now need to consider how these activities are recorded as a system note so we can deprecate the duplicative experience of displaying issue history. Currently, this looks like:

Proposal

Create a consistent experience by displaying historical issue activity as a system note in the vulnerability details page.
