Allow dedicated incidents to show up in the Operations nav rather than the Issues nav

Problem to solve
When we create a new incident with the incident issue type, the nav switches from operations > incidents to issues, and the new incident displays with the issues navigation item highlighted. This means that the user is needing to switch back and forth between the issues and incidents nav items a lot as they create and review incidents.

Ensure that people utilizing incidents aren't having to switch back and forth between different nav sections
Proposal
Keep the user within the operations nav item when they are working exclusively within the incidents workflow. There are two ways we could do this:
- Do we port the functionality to the incidents tab for both details and the creation form to fix the sidebar and url or
- Do we keep it as is, and just attempt to handle the sidebar itself while ignoring the URL
The preference is for option 1: to fix the side bar nav AND the URL to avoid confusion in the future.
