Allow Label Assignment During Label Delete or Rename

Allow a label assignment to all items for which a label is being deleted or renamed (Consolidation).
Problem to solve
Many systems that support tagging or labelling taxonomies accommodate duplicate management by allowing a substitute tag to be added to all currently tagged items when deleting or renaming a label (renaming to an existing label name).
The current system would appear to require a manual retagging of all items that carry a label that is being consolidated into another one.

Proposal
For deletes have an additional field "Label To Assign to Items Where this Label Already Exists" For renames, instead of blocking the rename, prompt "would you like to relabel all existing items to the new label name and delete the old name?"
