[Feature flag] async pages removal

Remove the :async_pages_removal
feature flag introduced by !38313 (merged). This is follow-up to #230694 (closed).

Expectations
What are we expecting to happen?
This feature flag should have no user-observable effect. Whether the flag is on or off, a user should be able to remove pages from a project that has it.
What might happen if this goes wrong?
We might see exceptions and/or the pages may not get removed.
What can we monitor to detect problems with this?
We can look at Sentry for errors.
Removing pages is rare. This feature flag changes what happens during a rare user action. This should not show up in any dashboards.
We can look at the queue for the new removal worker; if that is processing jobs then the feature flag is on. But that does not fall under "detect problems". https://dashboards.gitlab.net/d/sidekiq-queue-detail/sidekiq-queue-detail
Beta groups/projects
The person doing the rollout should create a test project with pages and exercise the "remove pages" button on that project.
We don't want to use any "real" projects for this because this feature flag is about deleting data and we don't want to delete data from real projects.

Ensure that documentation has been updated -
Enable on GitLab.com for individual groups/projects listed above and verify behaviour -
Coordinate a time to enable the flag with #production
and#g_delivery
on slack. -
Announce on the issue an estimated time this will be enabled on GitLab.com -
Enable on GitLab.com by running chatops command in #production

Announce on the issue that the flag has been enabled -
Remove feature flag and add changelog entry -
After the flag removal is deployed, clean up the feature flag by running chatops command in #production
