Migrate instances of misc icons to 'maximize' and 'minimize'

This is a continuation of the effort in gitlab-svgs#147 (closed) where duplicate icons were added under new names so that new icons could be created under the old names without impacting the UI.

For this issue the following migration will happen where uses only change names, but there should be no visual impact.
