Add comment when toggling a feature flag
Problem to solve
When we implement audit log for feature toggles, we will know who toggled the feature flag and when, but the log does not answer the "Why" question.
As a feature flag, I want to know why a feature flag is toggled to a specific state so that later on I will know if I can toggle it to its previous state.
Intended users
User experience goal
As a user I want to be able to easily add a comment as to why a feature flag was toggled on/off. This will help collaborating with other team members - for example SREs.
Proposal
If a user toggles a flag on/off a window will open to enter a comment why this change is being made.
This should be supported for both UI and API events.
API endpoint to extend:
PUT /projects/:id/feature_flags/:feature_flag_name

There should be a setting for the admin to configure if this is mandatory or not.
