Change "create issue" button to "create incident" on alert details page

Problem to solve

As we start building out dedicated incidents, we'll need to start transitioning the language we use from issues --> incidents. In #219381 (comment 376145844), we've decided to move straight towards using Create incident on the incident list page. Should we consider changing the create issue button on the alert details page to create incident to better align the alert experience with the incident experience?
