Manually create Incidents from the Incidents List
Problem to solve
As a user responsible for maintaining the availability and reliability of services for customers, you want the ability to manually create incidents to mobilize your response teams when you learn of a problem outside of your alerting systems. Perhaps a customer reported the outage directly or maybe you found an anomaly not caught by your monitoring tools. In either scenario it's important that you have the ability to create an incident manually from the Incident List to coordinate the response.

User experience goal
Responders can easily create an incident within the Operations section of GitLab.
Proposal
- Add a "create incident" button to the incident list view
- Clicking the create incident button will open up the new issue screen.
- Bonus: if the user has a template called incident, that template could be pre-selected on the new issue screen
