Make fuzzing reports available on the security dashboard

The following discussions from !34648 (merged) should be addressed:

Currently !34648 (merged) only parses the coverage-guided-fuzzing-report.json and displays it in the pipeline without saving anything in the database. This should be address so vulnerabilities will be available in the security dashboard as well
