JIRA DVCS admin application does not have access to private group
Summary
When setting up the Jira DVCS integration as an application in the admin area, Jira does not have access to a private group. However, when adding the Active Directory user that set up the integration in Jira to the GitLab group, Jira has access to the group. Noted after upgrading from 12.7.6 to 12.10.6.
Steps to reproduce
- Set up a private group in GitLab.
- Set up the Jira DVCS integration as an application in the admin area.
- See that the group does not show up in Jira. We see

. - Add the active directory user that set up the integration on the Jira side to the GitLab group and the group shows up in Jira.
What is the current bug behavior?
GitLab private group does not show up in Jira DVCS unless the Active Directory user that set up the integration on the JIRA side is added to the group in GitLab even though the DVCS integration was setup from the GitLab admin area applications.
What is the expected correct behavior?
All groups and projects should show up in Jira DVCS when setup at the administrator context.
