Scheduled Pipeline Email Setting

Problem to solve
When a Scheduled Pipeline is created or edited there needs to be an option of what email to notify when a failure occurs.
For example:
When I am setting up a scheduled pipeline to run my ansible pipeline that will manage a set of servers, I need the failure emails to be sent to the Entire Devops team email, not only to my personal one.
Intended users
Anyone that wants to notify a group of people when a scheduled pipeline fails.
User experience goal
User selects a target email in the CI/CD/schedules/edit area of the UI
Proposal
Add an appropriate UI element to the pipeline_schedules page to allow selecting the default(users email), or type in a specific email for the job. Database entries may also be needed. the CI/CD processing must then use these database entries.
