IDE resize live preview sometimes doesn't work

I'm not sure if it's always occurred, or only since the first introduction of CollapsiblePanel.
When you horizontally resize the Live Preview panel, the resizing gets "stuck" on - like it never gets the mouseup event. Then, if you mouse out of the browser window and then back in, it will "snap" back to the current mouse position. You can only get out of this mode by hovering over the resize bar, then clicking again (it seems to recognize the mouseup event the second time).
Also (same bug or closely related), the position of the resize bar can get "offset" if you resize the entire window horizontally while in this "stuck" mode. This results in the panel being "stuck" in the resize mode, but you can't get out of the "stuck" mode because you can never get your mouse directly over the resize bar.
