Allow for filtering of health status in board views

Problem to solve

As a user of Issues and Health/Risk Status, I need to be able to find items in a certain state easily and quickly, so that I can communicate and act fast.

Intended users

• Rachel (Release Manager)
• Parker (Product Manager)
• Delaney (Development Team Lead)

Further details

Now that we have health/risk status live, we need to enable users to find and act on them quickly.

Proposal

• Display Issue Health Status on Issue List
• Enable Health/ Status as a filter option on Issue list

Permissions and Security

Same as current Health Status view and editing permissions

Monitor increase of health status usage (leverage tracking that will be implemented via #211837 (closed))
