Integrate with BackYourStack

Context: #212638

Open Collective has created a website called Back Your Stack to allow organizations to scan their technology and see what their open source dependencies are so that they can then help fund them.

Proposal:

• Outline technical requirements on extending BackYourStack scanning functionality to GitLab.

Goal:

BackYourStack scans are available for GitLab.com users in the same way they're currently available for GitHub.com users
