Followup on the Project creation UX

Following the implementation of #210599 (closed), these UX changes were identified:

  • Landing page format (2x2 large bounded rectangles)
  • "Create a blank project" instead of "Create new project"
  • Breadcrumbs instead of tabs
  • Updated icons
