Log Alert assignment in system notes
Problem to be solved
After an outage, it is important for the team to review the timeline of events so that they can make system and processes change to improve. However, during the fire-fight there is often little time to spare on documenting simple events such as the assignment of alerts. In 13.1, GitLab documents this event automatically in the system notes on an Alert so that it can be discussed as part of a post incident review.

Poposal
The assignee will be viewable in-line in the alert list view and editable from within the drawer on the alert detail page, within the sidebar (created as part of #216084 (closed)).

Notes
- Assignee dropdown will be the searchable dropdown variant from issues page
- We should aim to match the dropdown experience as much as possible to the issue page
- That being said, it won't match exactly as we won't have an "edit" button to change the assignee on the alert detail page. So, we may not be able to show, for instance, the user's avatar when the assignee is added. That's okay for a first iteration.
- Surfacing the assignee on the list view can happen as part of a separate issue
