Include health status context within the issue list

As part of #212473 (closed)
When monitoring a team's work in flight, I need to be able to easily review and digest the current progress so that I can confidently report to stakeholders and leadership.
When reviewing a plan, I need to ensure that high risk items can be identified and continually monitored so I can validate and modify mitigation plans.

Now that we have health/risk status live, we need to enable users to find and act on them quickly.
Proposal
- Update the milestone title and milestone icon to be
$gray-700to be consistent with other metadata styling - Move the weight indicator to after milestone and due date.
- Display Issue Health Status individual issues in the list. Add the health status badge after due date and before the labels.
