Ability to assign alerts
Problem to solve
Assigning alerts to team members gives responders tools to organize triggered alerts and delegate problems that require investigation. Assigning an alert needs to be easy and where to the action must be obvious.

Proposal
Add ability to assign alerts to users on the alert detail page
Design
The assignee will be viewable in-line in the alert list view and editbale from within the drawer on the alert detail page, within the sidebar (created as part of #216084 (closed)).

Notes
- Assignee dropdown will be the searchable dropdown variant from issues page
- We should aim to match the dropdown experience as much as possible to the issue page
- That being said, it won't match exactly as we won't have an "edit" button to change the assignee on the alert detail page. So, we may not be able to show, for instance, the user's avatar when the assignee is added. That's okay for a first iteration.
- Surfacing the assignee on the list view can happen as part of a separate issue.
