Project Milestone list view does not show all milestones
Problem to solve
When considering adding a new milestone to a new project, the Project->Milestone list is empty, even though there are group level milestones that I should consider using. Similarly, in a project with existing milestones, there is no way to see the milestones that are defined in my parent groups. This can lead to creating duplicate milestones at the project level.
Consider a situation where the Group level has a Milestone: Sprint 1
and a project leader goes to the Project->Milestone list and then creates a Sprint 1
milestone.
This is likely to happen because, at the project level list, there is no way to visualize all of the milestones that exist above the project in the parent groups.
In many organizations of size, this could be a challenge, as milestones proliferate.

Mainly project and product leaders who are responsible for planning and organizing work.

Proposal
- Update the Project->Milstone list view to sort the list by organization level(those milestones at the Project level), then those at the parent group level, then those at the next level.
- Add logic to detect potential milestone name conflicts - does this same name/date combination exist? if so -warn the user
