Proposal

• Add a star button with a tooltip that says Star dashboard next to the Add metric button in the dashboard
• Clicking the star button should leave the star button in a "filled" state and save to the backend
• Loading a dashboard that was already starred should render the star button in a "filled" state
• Unstarring a dashboard (clicking the star button of a starred dashboard) should have a tooltip that says Unstar dashboard
• Mobile viewports will follow the same layout as the refresh button
