Go back and swap out license policy violation badge for the **updated** re-usable badge from gitlab-ui

We want to normalize the usage of the gl-badge

See: !28862 (comment 318337405)

A one-off policy violation badge was used in !28862 (merged). A re-usable component will be introduced in gitlab-ui!1248 (merged) and !28356 (closed)

Implementation Plan:

We would swap out the badge for the new one that would be implemented in Update styling of text badges

So Update styling of text badges is a blocker for this issue.

Testing

The SET shall check for the presence of badge icons as part of the license compliance tests for #219461 (closed)
