Option to disable/toggle soft-wrap for Web IDE

Soft wrapping of long lines has been enabled since https://gitlab.com/gitlab-org/gitlab-ce/issues/44303 but some users do not want all files to be soft wrapped. We should consider adding an option to allow this.
