Update Danger Bot to mention Telemetry group instead of requiring review / approval

This issue is a continuation of #207856 (comment 303812390)

Based off the feedback we received here https://gitlab.com/gitlab-org/telemetry/-/issues/335#note_303778207, I'd like us to avoid creating a bottleneck across the development department.

The original intention behind the Telemetry review was to help stabilize usage ping especially while it's still in a fragile state. In the past, several different teams added their own usage pings without a standardized framework which has led to the errors and timeouts we're currently facing.

Proposal

To balance overall velocity with stability, I propose we update the danger bot #207856 (closed) to not require a Telemetry review/approval but instead simply mention our group so we still have visibility over changes going into the usage ping files.
