AutoDevOps: Automatically detect Kubernetes 1.16

https://docs.gitlab.com/ee/topics/autodevops/#kubernetes-116 details the manual steps necessary to use Auto DevOps on Kubernetes 1.16+

For new clusters, we want to able to eliminate this manual step.

Proposal

1. Detect cluster is Kubernetes 1.16+, and if the cluster is "new". If so automatically apply the configuration from https://docs.gitlab.com/ee/topics/autodevops/#kubernetes-116
2. If the cluster has had existing deployments, we do nothing
