Move DLL-related webpack code into a separate plugin

Everyone can contribute. Help move this issue forward while earning points, leveling up and collecting rewards.

    suggestion (non-blocking): This kind of thing might be nice to move to it's own webpack.dll-plugin.js file or something like that. Just a thought. Feel free to take it or leave it 😄
