Docs: move customization docs to its correct place

Follow up from https://gitlab.com/gitlab-org/gitlab-ee/issues/4222

The docs for customizing GitLab are in the wrong location.

• Move the content of doc/customization/ into doc/administration/customization/
• Create an index for it
• Update links on doc/administration/index.md
