Better way to maintain Feature Flag key (Flipper)
Description
We define Feature flag keys (Flipper) as literal value (e.g. git_storage_circuit_breaker, gitaly_#{feature_name}). This could be potentially conflicted with other keys, since they have not been managed in one place/class.
It's better to have a place to see all Feature flag keys. Furthermore, what's the best practice to live with Flipper in GitLab?
