Give precedence to issues on wiki as default view for projects without repo

@JobV if the project doesn't have repo (enabled), default for Project > Overview is Wiki. If it doesn't have wiki (enabled) too, it is Issues. If no Issues (enabled), a page that brings you to Settings.

I feel Issues more important than Wiki, so maybe a first step can be change the priority order of these two.
