Consider uniforming Rubocop rules across projects in gitlab-org group

Description

We have quite a few Ruby projects in gitlab-org group. We also have quiet a few projects with Rubocop, but in every single project .rubocop.yml is different.

We also have different rules, like in GitLab CE / EE %w literal needs [] delimiters, while in Omnibus only () regular parentheses are allowed.

We also use Rubocop in GDK and in GitLab QA projects, and probably in many more.

Having different rules, often contradicting, makes it much more difficult to contribute. Everyone should be able to contribute!
