Disable multiple Assignees instance-wide

At our company, we have a strict rule of 1 assignee for any given task. Users instinctively tick a team member as the assignee on an issue and forget to untick the previous assignee. In a few hours, all issues have 5 or 6 assignees.
Proposal
Have an instance-wide or group-wide setting to disable multiple assignees in the issue tracker.

It will be hard/impossible to add multiple assignees by mistake when trying to replace the assignee.
