Add deployed time stamp to environment page
Problem to solve
I'm often hitting re-deploy from the environments list, but there's no indication anything is happening. You aren't directed to the deploy log so you don't see any activity. But while going to the job log might be one solution, how about we show some other indicator on the environments list that a deployment is underway for each environment? This is more broadly valuable anyway.

Proposal
- Indicate on the environments page that a pipeline is in progress
Permissions and Security
- Permissions for access in progress pipelines should match environment permissions

- When a deployment is underway, show an icon or message the deployment is in progress, when the deploy is complete the status should reflect the deployment
- When a deployment is stopped, that status should be updated as well
