Establishing the fork relationship after the fact

Usecase
For new projects who’ve always been on github this isn’t a big deal. But linux will be able to move at most a subsystem at a time, and there’s already tons of linux repositories on github which aren’t proper github forks of each another.
Problem
Repositories which have their starting/creation origin outside of gitlab should be able to create advanced connections (like fork connections) to other repositories.
Proposal
Make it possible to establish fork relations between projects after they have been created separately.
Value
Being able to support really large projects, with advanced git flows, like the linux kernel git workflow
Make it easier for people to shift to gitlab with existing projects
