Allow admin to see which groups/projects no longer have an active owner

When using GitLab with LDAP/AD, users may be blocked in GitLab if they become blocked or are removed from LDAP/AD. If one of these users is the sole owner of a group/project, the group/project will then be without an owner. Masters can make many configuration changes, but not all.
Of course, GitLab administrators can still make the necessary changes or appoint new owners. Admins may only find out about this situation when other group or project members complain and don't know what's going on. Customer requests that we add a view or report that allows them to see cases where the owner is no longer an active user.
