Make GitLab faster by showing new repos before they are ready.

When you create a new repo it takes a while for it to initially show and be created. If someone is creating a new repo we should just show the new repo page and then show a loading gif till their repo is available.

We can ping to check if repo is ready. Basically does it have an SSH yet.
