Make the Frontend context aware

In a few places we're exposing details to the frontend which is needed because its not context aware.

For example, in 9.3 we'll expose a new issue path in a GET request for jobs. I've been told that the frontend not always knows what project the current view is for. In the backend @project is always available to provide the context. It seems to me the same should be available for the frontend. Maybe we can use just the usual api for this. GET /api/v4/projects/:id
