Move independent functions out of global scope into exportable functions

Need for this change is coming from gitlab-ce!10760 where we created gl.utils.ajaxPost, this and other similar functions can be exported as ES6 modules instead of exposing in global gl scope.

  I know all other are in w.gl.utils can we not append this one to global scope, can we export it instead?
