Collect and display runner stats on gitlab-ci logs

Description

I occasionally get 137 errors (Docker was OOM killed). I'd like to see charts of memory/CPU/disk usage.

Proposal

Provide a standard way to collect and report stats with gitlab-ci-multi-runner then when users configure that, display those stats with charts in the gitlab-ci log.
