Problem

• We want to default all optional features to on in GitLab, to increase usage and discoverability. https://about.gitlab.com/handbook/product/#default-to-on
• How do we do this for service desk, given the danger of spamming as outlined in https://gitlab.com/gitlab-org/gitlab-ee/issues/149.

Proposals

• Some sort of messaging / default optionality during project creation.
• Some sort of persistent UI to indicate that a project currently has service desk on.
• Maybe the UI can be dismissed, but regularly re-appears at certain points of time.
