Better guest, reporter permission levels
Description
The current permission scheme is confusing to users. They mistake 'Guest' with 'someone that can view, not edit' a project, while this access level does not have the ability to view the repository.
One step up is Reporter, which is a role that does have read-access to the repo, but immediately also gets management permissions on the issue tracker.
Proposal
- Rename Guest to
Issues Guest
: View and create new issues (including issue board) - New permission level:
Project Guest
: View and create issues AND read-access to the repo (similar to anyone in a public project) - Rename Reporter to
Community Manager
