Update documentation to answer basic questions about data security and backups
The answers to basic questions about the security and backing-up of data on GitLab.com either is not easily found in the documentation or doesn't appear in the documentation for GitLab.com/EE. Update documentation to answer the following questions from .com user Tom Wadlow:

- In particular, who can and cannot read my project data?
- Can your sysadmins read it, for example?
- Is it stored encrypted?
- Is it backed up somewhere? How often?
- What does your disaster recovery process look like for server failure, data center failure, etc?"
