Move work item feature specs to either:

- spec/features/work_items
- ee/spec/features/work_items

This makes work item feature specs much easier to locate as there are
only two locations - either for CE or EE.
Before, they could be in `project` or `group` directories which
meant the feature specs were more scattered and less colocated.
