1. It is a non-goal for any Dedicated instances, which already have
   their own single-tenant DB, and custom domain, to join the GitLab.com
   cluster of cells
1. Following that, rename "Dedicated instance" to "instance provisioned
   by Dedicated tooling" to prevent confusion.
