This table appears to have been designated as gitlab_main_cell
incorrectly in
https://gitlab.com/gitlab-org/gitlab/-/merge_requests/146009. We've
since discussed that this table can live clusterwide
(https://gitlab.com/gitlab-org/gitlab/-/issues/472044)

Whether or not we _want_ this table remains a long-term question.
