Relocates the EE::Gitlab::Namespaces::Storage::Enforcement class to live
alongside it's counterparts in `ee/app/models/namespaces/storage`.

This is consistent with the other classes, e.g. `RootSize` and also
similar features such as the FreeUserCap classes.
