Add a GraphQL query to get the dependency proxy for packages settings
from a Project.

It requires:
* the package feature to be enabled in the configuration.
* the dependency_proxy feature to be enabled in the configuration.
* the package feature to be enabled in the target project settings.
* the user to be at least maintainer on the target project.
* the license to be at least premium.
