chore: Update vscode_version

What does this MR do and why?

This MR updates the VSCode fork version to include the change from fix: Add patch to special handle targetPlatform... (gitlab-web-ide-vscode-fork!113 - merged). It also updates the example app's open-vsx.org reference to use the new versionRaw parameter in resourceUrlTemplate.

How to set up and validate locally

1. Start Web IDE Example App with Extensions Marketplace enabled
2. Verify that you can install the vscodevim.vim extension.
3. Verify that you can install the hashicorp.terraform extension.
