Improve UX when installing extensions with incompatible extension pack

Description
In [Investigate] Why can't `ms-python.python` be i... (#376 - closed), an extension appears as installable in the Web IDE. This is quite misleading as it actually fails to install, since one of its extension packs is not compatible with the Web IDE:
This issue aims to improve this experience by making it clear that extensions with dependencies/extension packs that are incompatible with the Web IDE cannot be installed.
Acceptance Criteria

It's clear to users when an extension with incompatible dependencies/extension packs cannot be installed within the Web IDE in the Extensions Marketplace.
