MR: Publish GitLab VSCode color theme as an artifact (!379 - merged)

Description

We want to use the GitLab VSCode color theme as the default theme in Workspaces Use GitLab VSCode color theme by default on Wor... (gitlab-web-ide-vscode-fork#47 - closed). To make this theme available for Workspaces, we have to publish it as a standalone extension that we can pull from the GitLab Workspaces Tools project.

Acceptance Criteria

• Create a build task that creates a VSCode Extension bundle that contains the GitLab VSCode theme extension.
• Publish this bundle as an artifact in the gitlab-org/gitlab-web-ide project.
